Phase 3: Response to the SENES Observations and Conclusions Final Report.
The third and final phase of the YESAA Five-year Review continues and the drafting of the Review Report is nearing completion.
A drafting team, comprised of one representative from each of the Government of Canada, the Government of Yukon and the Council of Yukon First Nations, wrote the draft review report. It describes the joint response to the recommendations made by the independent contractor (SENES) in its Final Observations and Conclusions Report.
Representatives of Yukon First Nations, the Gwich’in Tribal Council, the three Parties to the Umbrella Final Agreement (UFA) (the Government of Canada, the Council of Yukon First Nations and the Government of Yukon) as well as representatives of the YESAB met for the seventh time in early June for multi-party discussions on outstanding SENES recommendations and the draft of the Review Report. The draft of the Final Review Report is now with the multi-party representatives for comment.
In some cases, recommendations have already been addressed through changes to the new YESAB Designated Office rules, which are now in effect. You can read the new Designated Office rules here.
In order to ensure direct and meaningful participation of Yukon First Nations in the development of the draft review report, a coordinator was retained by the Council of Yukon First Nations to liaise with First Nation representatives, the Parties and YESAB. A coordinator was also used in Phase 1 and 2.
Upon completion of the review, the Designated Representatives of the Government of Canada, the Council of Yukon First Nations and the Government of Yukon will provide the Final Review Report to the Minister of Aboriginal Affairs and Northern Development Canada, the Council of Yukon First Nations Grand Chief and the Premier of the Yukon.
