The Review Process

The review is a joint initiative of the Government of Canada, Government of Yukon and Council of Yukon First Nations and is a legislative requirement stipulated in Chapter 12 of the Umbrella Final Agreement and Yukon First Nations Agreements.
The process for the review includes three main phases with the following objectives and outputs:
Phase 1 – Information gathering and issues scoping:
Phase 1 of the review was to seek and compile views on the development assessment process and identify issues that required further research and consideration. The independent contractor sought input from the public during this phase and developed an Issues Scoping Report.
Phase 2 – Issues analysis:
Phase 2 of the review included additional research and analysis to address the issues identified in Phase 1. Phase 2 of
the YESAA Five-year Review has concluded and the Observations and Conclusions Report (2.1Mb PDF) is now available. Prepared by SENES Consultants Ltd.,
the report identifies issues in Yukon's development assessment process and presents recommendations to improve how
assessments are conducted in the territory.
Input was sought and received from federal, territorial and First Nation governments, industry organizations and the public. SENES has released their final Observations and Conclusions Report and their role in the review has now ended.
Phase 3 – Response:
During Phase 3 of the review, the representatives of the three Parties (the Government of Canada, the Council of Yukon First Nations and
the Government of Yukon), First Nations and YESAB will jointly consider the Observations and
Conclusions Report.
The representatives of the three Parties will publish a final Review Report that will include an implementation and
follow-up schedule.
Phase 3 will be completed by the representatives with direct and meaningful participation from First Nations.
